THE ROLE OF SOCIAL INNOVATIONS IN SUSTAINABLE ECONOMIC DEVELOPMENT OF THE COUNTRY

Summary 

Scientists define "social innovations as follows: deliberately organizational innovations in social spheres that are consistent with permanently changing social conditions, arise at a definite stage of development of society and the aim of which is the effective and positive transformation of the social sphere, as a wlole.

Social innovations are closely linked with state innovation policies. They can be made both in public, as well as in commercial, non-commercial and public sectors.

In the economically developed countries of the world in recent years, there are often conferences for leading economists, psychologists and education professionals who believe that, in the social innovation center the starting point for the social policy and innovation policy is happiness. The authors have reviewed various aspects of happiness. In their opinion, one of the main determinants of happiness throughout the world is employment - employed people give a higher estimate of their quality of life than unemployed. The value of the work exceeds the attached salary and it is very valuable such non material aspects of employment, as social status and social relations.

It is even more interesting that the level of personal happiness affects the economy as a whole. The well-being of employees are positively reflected on the results of the companies – confirmed by experimental laboratory studies as well as by the evidences from real life. For example, in recent years, very often we have heard from a variety of successful companies about the motivation of employees and sometimes, unbelievable events: the Christmas-New Year holidays for them in luxury resorts, important remuneration in money for their private celebration dates, taking upon themselves marriage feast costs, children's education expenses, etc.

Specific proposals for the improvement of social environment in EU member states entered the official document "Strategy Europe 2020", where there is noted that social innovations can solve problems of socially vulnerable groups. This document provides examples of successful social innovations in Europe, such as:

- Association "Night Ows" (created in 1998 in Denmark) - participating volunteers who patrol the streets during the night. Their main objective is to eliminate vandalism and violence among young people, to eradicate criminal life. Although they do not have official status, the participants of this organization undergo special courses and the number of offenses have been significantly reduced in their area of ​​action;

- Organization "Establishing Order in the Streets" - Since 2007 there is a special web portal "FixMyStreet", where local residents send the information on overwhelmed trash bins, on the disorder and deterioration in the street, on the ugly shop windows and advertisement. This experience is spread across Canada, Norway, Germany, Greece and also in Georgia;

- The movement "School Grand parents", which started in Sweden, where thousand of 50-65 year old unemployed men started to go daily to school and help children and teachers in solving various problems existing at school, especially in the issues of discipline. This movement helps the grandparents to feel themselves as necessary people.

It is interesting to us in this regard the situation in Georgia. “The Open Society – Georgia” media support program launched the internal project "Social Innovation Camp" in March 2010.

The social innovation camp combines people who are familiar with the country's social needs. At the same time, they have web ideas that can solve existing social problems. Within 48 hours of training in the camp, participants will have the opportunity to transform these webideas into webprogects. In case of a web-project victory, the winners will be awarded with cash prizes, owing to which it will be possible to implement the project after the camp is completed.

For the first time in September 2017, the competition International Students' Program “Social Impact Award (SIA)” was held in Tbilisi.

SIA is one-year educational program - competition in which students learn social entrepreneurship, that is how to start their own business that would benefit the public.

Recently social innovations have become more and more important in the scientific and educational field. Since human resources represent one of the key measurements for the country's productivity and, therefore, of economic growth, the problem how to give the public good education and what system the country should rely still remains the issue of debate and discussion. The fact is that in the conditions of current technological changes and globalization the education system, which was justified 50 years ago, no longer justifies. Therefore, one of the main goals for Georgia is to achieve successful reforms in the field of education and science, the possibility of which gives us still remained scientific potential.
